Summary
The Gorn (a lizard-like species in the Typhon Pact) suffer a loss of a planet where their warrior caste is grown/hatched. The Gorn leaders are looking for a replacement planet. So are the survivors of the warrior planet disaster - and those survivors are willing to do anything to sustain their caste.
The Titan, under the leadership of Captain William Riker, discover the Gorn surrounding a planet and a terraforming device they want to use, regardless of the presence of life on the planet. Riker is prevented from notifying the planet's inhabitants of the Gorn plot by the Prime Directive.
Riker, with the help of his crew - and unexpected help from a Gorn - has to balance the safety of his ship and crew with the safety of an unknown species in the face of a Typhon fleet attack and a device of great potential for a depleted Federation - or great destruction.
Review
Good bit of Gorn background at the beginning regarding the Gorn fleet and the rogue warrior which was hard for me to get into. I persevered and liked the story in the end. Plenty of loose threads to pick up in the last two books in the set. Really like the interplay on the Titan crew - I have liked other books about this crew. That particular set of characters kept me reading. I already have the final two books checked out from the library.
